Trial and terror By Peter Tatchell
Two leading human rights campaigners from Pakistani-occupied Balochistan are awaiting trial in London on charges of inciting others to commit an act of terrorism abroad
Hyrbyair Marri and Faiz Baluch were arrested last December, just months after the then president of Pakistan, Pervez Musharraf, demanded that the British government arrest Baloch activists in London. In exchange, Musharraf is said to have offered to surrender Rashid Rauf to the British police. Rauf was wanted in this country in connection with the 2006 Islamist plot to blow up transatlantic airliners, which resulted in the conviction of three men on Monday. However, he mysteriously escaped from police custody in Pakistan days later.
Prior to Marri's arrest in London, Musharraf's regime had made repeated representations to the UK government to hand him over. When Musharraf met Gordon Brown in January this year, he held a press conference for Pakistani journalists in which he allegedly denounced Marri as a terrorist and praised the British authorities for co-operating with his regime.
The arrest of Marri - who fled to Britain in 2000, fearing for his life - and Baluch took place two weeks after Pakistani forces killed Marri's brother, Balach Marri, a prominent Baloch nationalist leader.
Both men were known for their peaceful, lawful campaigns to expose Pakistan's military occupation of Balochistan. The acting interior minister of the new democratically elected government of Pakistan, Rehman Malik, recently announced that all charges against Marri have been dropped and that the case against him had been politically motivated.
Despite these developments in Pakistan, the UK authorities are proceeding with the trial of Marri and his co-accused. There are fears that some of the prosecution evidence may have been provided by the shadowy Pakistani intelligence agency, the ISI.
Marri comes from a distinguished Baloch family and is an unlikely terrorist. A former Balochistan MP, his uncle is the UN Special Representative to Sudan, and his wife is descended from the first prime minister of Iraq. His brother Mehran Baluch, also exiled in London, is the Baloch representative to the UN Human Rights Council. He was the subject of an attempted extradition last year. The arrest of Marri together with the murder of one brother and the attempted extradition of another, looks like a systematic attempt to target his family and crush three prominent voices of Baloch dissent. A former British Protectorate, Balochistan gained independence in 1947, but was forcibly annexed by Pakistan in 1948 and has been occupied ever since. In recent years, largely as a result of Pakistani army attacks, 3,000 Baloch people have died, 200,000 been displaced and 4,000 arrested, often without charge, according to the Asian Human Rights Commission.

Pakistan burns prisoners alive (The Guardian) by Peter Tatchell
Despite the election of a democratic government in Islamabad, Pakistan continues to abuse human rights in Balochistan
Four Baloch prisoners have been burned alive in hot coal tar by the Pakistan army during military operations in annexed and occupied Balochistan, according to the Asian Human Rights Commission (AHRC).
Last week the AHRC received confirmation that Pakistani soldiers arrested four people on April 5 2008, in the Dera Bugti district of Balochistan, and subjected them to torture. They were asked to identify local supporters of the Balochistan Liberation Army (BLA). After failing to get any names from them, the victims were immersed in scolding hot coal tar. Three of the men were literally boiled and burned to death. A fourth died later from his injuries.
Villagers in the area also claim the Pakistan army used a form of chemical gas against them and that some of the gassed survivors were later shot. Their bodies have not been handed over to relatives for burial.
These and many other crimes against humanity are still happening in Balochistan, despite the resignation of the dictator President, Pervez Musharraf, and despite Pakistan's ostensible transition to democratic government.
During July and August, over 100 Baloch persons were killed, 250 disappeared and more than 20,000 were displaced. They are victims of intensified military operations
by the Pakistan army, which has occupied Balochistan since invading in 1948 and forcibly incorporating it into Pakistan.
Cobra attack helicopters that were provided (pdf) by the US to help defeat the Taliban and al-Qaida are instead being used to crush the Baloch people.
On May 1 this year, the new democratically elected prime minister of Pakistan, Syed Yousaf Raza Gillani, publicly apologised for the persecution of the Baloch people and pledged to halt military assaults in Balochistan:
It has been decided that no army action will be carried out in the province (of Balochistan) until a strategy is formulated in consultation with representatives of the provincial government to deal with the issue of law and order in the province.
Contradicting these assurances, Pakistan's war of aggression seems to be intensifying. The Daily Jang newspaper reported on August 21 that the armed forces of Pakistan had deployed more troops in the region, killing innocent civilians in repeated aerial bombardments.
Pakistan's minister of the interior visited the area on August 20 and announced that military operations would continue if Baloch nationalists and freedom fighters continued to be supported and protected by the people. The same newspaper also reported on August 24, that military operations have been expanded to new areas in Balochistan.
Over the last few years of Pakistani attacks on Balochistan, the AHRC reports that about 3,000 people have died, around 200,000 have been displaced, and more than 4,000 people have been arrested by the police, army and the Inter-Services Intelligence (ISI).
The AHRC is organising an urgent action appeal to the government of Pakistan, calling on it to investigate the killing of civilians and to halt military operations in Balochistan. Click here to send an automated letter to key Pakistani leaders.
Or you can email your own, personalised appeal, direct to the Pakistani prime minister, Syed Yousaf Raza Gillani, at webmaster@infopak.gov.pk 30.08.08

We are fighting for Balochistan’s liberation, says Bramdagh Bugti
By Malik Siraj Akbar
When 79-year old Baloch nationalist leader Nawab Muhammad Akbar Khan Bugti was killed in 2006, many in Islamabad thought it was the end of the Baloch armed resistance. Soon, Islamabad hunted another charismatic Baloch fighter Nawabzada Balach Marri. But the Baloch resistance seems to have transformed into a more complicated state as the leadership shifts to the younger lot.
Twenty-seven-year-old Nawabzada Bramdagh Bugti, a grandson of late Akbar Bugti, is a leading Baloch guerilla leader. Waging a battle against Islamabad for the “liberation of Balochistan” from the rocky hills of the province, a steadfast Bugti spoke to Daily Times in an exclusive interview.
DAILY TIMES: Why have you spurned Islamabad's offer for negotiations and reconciliation?
NAWAB BRAMDAGH BUGTI: Firstly, we believe the so-called democratic government is absolutely powerless. It is the military that is directly involved in Balochistan. The new government is not powerful enough to challenge the army. While the government is extending a hand of reconciliation, a contingent of the Pakistan army consisting of 200,000 men has unleashed a new phase of military operation in Balochistan. The deployment of forces has been enhanced recently. Talks are impossible amid military operation. We will not talk on gunpoint
Secondly, the Baloch are neither begging for favours from the federation of Pakistan nor willing to share anything with Islamabad. Our demand is not provincial autonomy as believed by some people. We are fighting for complete independence of the Baloch land. The Pakistan army is determined to usurp our land, coast and natural resources. We are unwilling to give even an inch of our motherland to Pakistan. However, if the army completely withdraws from Balochistan then we will consider participating in negotiations with Islamabad.
DT: But what are you fighting for?
NBB: Our struggle is for the liberation of the Baloch land. In Pakistan, we have been treated as slaves for the last 60 years. Though Balochistan's accession with Pakistan was forceful, our elders still tried to co-exist peacefully with Pakistan. Our ancestors participated in parliamentary politics and hoped to get their rights through a peaceful democratic struggle. But that did not work out. Military operations were inflicted on us five times. Our resources were brutally exploited. Pakistan is solely dominated by the Punjab province.
DT: Recently you were accused of taking shelter in Afghanistan and being financed from India. Is that true?
NBB: I am very much present in Balochistan. However, I keep changing my location due to security reasons. If I get a chance to escape to another country – which would help me highlight the Baloch issue internationally – then I see nothing wrong with it. After all, we are an oppressed nation. If Islamabad can use American weapons to crush the Baloch people, then why should we be blamed if we seek international support? As an oppressed nation, we will wholeheartedly welcome all external support, from India and the rest of the world.
DT: If you believe in an armed movement, why did you recently form the Baloch Republican Party (BRP)?
NBB: You see we are not terrorists who have delightedly picked up guns. We are purely political people, fighting for a political cause. While some of us are fighting in the mountains, our political party would, at the same time, strive to create awareness among our people for their political rights.
DT: Is your movement supported by all the Balochs or only the members of your own Bugti tribe?
NBB: The government of Pakistan has always discredited our movement by saying that the armed movement is confined to only one district of Balochistan. This is disinformation. Not only is the common Baloch our well-wisher but he is also practically participating in the armed movement.
DT: Do you think the current circumstances are favourable for an independent Balochistan?
NBB: We cannot wait for favourable circumstances as much as we cannot live as slaves inside Pakistan.
DT: What will happen to your movement if you are killed?
NBB: I am 100 percent confident that our resistance movement would continue even if I murdered. Movements of national liberation do not hinge on individuals.
DT: You were recently quoted as saying that the integrity of Balochistan was more important for you than that of Pakistan. What did you actually mean?
NBB: Any Baloch who says that the integrity of Pakistan is important to him would be speaking unrealistically simply to please the government of Pakistan. We have lived in Balochistan for thousands of years. I am a Baloch. I am concerned about the future of my people. I shall not be sad but exuberant if Pakistan disintegrates.
DT: Do you support the Baloch Liberation Army (BLA)?
NBB: Baloch Liberation Army (BLA) is not the only armed group operating in Balochistan. There are others such as the Baloch Liberation Front (BLF) and Baloch Republican Army (BRA). I fully support the existing armed groups and those which are in the process of joining our ranks
. DT: Do you have the moral support of the international community?

This is not acceptable to the Baloch,” said Bugti, who spoke to the BBC from an undisclosed location.
Asked if they were getting weapons from neighbouring countries, he said they were fighting for self-defence and had the right to accept any foreign aid. He called the negotiation process a “drama”.
Bugti alleged that around 70 people, including women and children, had been killed during security forces’ bombing of several Dera Bugti areas in the last four days.
He said the media was also not playing its ‘due role’. “If an incident takes place in Quetta or in any other urban area, the media stands against it and starts a hue and cry but it remains silent when hundreds of people die in Dera Bugti.” online 23.07.08

Baloch separatist graffiti surfaces on Karachi walls
BLA uses wall-tagging to spread its message of a separate Balochistan
Graffiti signed off as BLA has surfaced on the walls of the city. The Baloch Liberation Army is an entity that goes by BLA.
In some Baloch-dominated areas, the spray-painted message had an oddly poetic separatist agenda: ‘Islam hamara mazhab, Baloch hamari qaum, Balochistan hamara watan, azadi hamari manzil’ [Islam is our religion, Baloch is our nationality, Balochistan is our nation and freedom is our destiny]. Another one said: ‘Hamain Pakistan nahi, azad Balochistan chahiyea. Yahudi jamoria Pakistan namanzoor’ [We want an independent Balochistan, not Pakistan. A democratic Jewish Pakistan is unacceptable].
After the start of an operation against Baloch insurgents, which also saw the killing of senior Baloch separatist leader and the chief of Bugti tribe Nawab Akbar Khan Bugti, BLA members went underground. Sources in the law enforcement agencies, said that a number of Baloch insurgents have been arrested from Karachi recently.
The BLA was involved in a bomb blast at the PIDC building on November 15, 2005, which claimed at least three lives and injured 17 others. The Anti-Violent Crime Cell Police arrested Abdul Hamid, the alleged mastermind. Besides this, the sources added that the law enforcement agencies have evidence of the BLA’s alleged involvement in various cases, many of which have been accepted by the separatist group. They said that the BLA usually targets electricity and gas supply lines in Balochistan but has also attacked electricity towers and gas pipelines in different parts of Karachi including Mungopir, Saeedabad, Gadap and the adjacent areas on the Balochistan-Karachi border
Another source said that the BLA is trying to gain strength in Karachi, especially in the Baloch-dominated areas such as Gadap, Sharafi Goth, Quaidabad, Saeedabad, Malir, Patel Para, Jehangir Road, Pak Colony, Chanesar Goth, Manghopir, Mochko and Lyari. They added that there are reports BLA activists are showing signs of affiliation with political parties. 02.07.08
