Rally
against extra-judicial killings in Balochistan
The
Human Rights Commission of Pakistan organized a protest demonstration in
front of the press club on Tuesday against extra-judicial killings by
police and unsatisfactory law and order situation in Balochistan.

HRCP Chairperson Zahoor Ahmed Shahwani said a man, Abdul Karim, was shot
dead by police in front of his house but the killing was linked with
Saturday's incident that claimed lives of three policemen.
He
said the law enforcement agencies had killed three citizens in Khuzdar and
two women in Dera Bugti during two months.
He said the HRCP had brought the issue to the
notice of the governor, who had asked the commission to meet the chief
secretary but the official had not given appointment for a meeting in 15
days and the response of the inspector-general of police was also not

Human
rights commission slams operation in Balochistan
The
Human Rights Commission of Pakistan has cautioned the government against
the continuation of military operation in Balochistan as it could only add
to the deep undercurrents of discontent in the province.
HRCP
Chairperson Tahir Muhammad Khan and Secretary General Hina Jilani said in
a statement issued here on Tuesday that the failure of the government to
make public the purpose behind the operation and explain who the targets
were or why Balochistan had been chosen to hunt them down added to the
many doubts about the highly questionable action.
They
said that the emerging evidence that the operation was leading to grave
violations of fundamental rights and adding to the unrest in the province
was deeply disturbing. The HRCP anxieties were all the greater because of
lack of transparency about the operation already going on in South
Waziristan and severe suffering being inflicted on the people of the area.
They
were of the view that the handling of Balochistan affairs in a typically
ham-handed fashion could only aggravate the tensions simmering in the
province and lead to dangerous strife.
Reports
that after the killing of several armed forces personnel in Khuzdar,
students, activists and others had been randomly rounded up were
indicative of disrespect for citizens' rights and sentiments.
They said that
Balochistan had, historically, always been a sensitive area. The
deep-rooted perceptions of discrimination and injustice that existed
within the province would certainly be aggravated by the military action
which could augur only ill both for future stability in the province and
for harmony between the federating units of the country. 4.8.04 |
Human Rights Violations in Balochistan
We the Peaceful Baloch people are facing massive human rights violations just for forceful displacement from our ancestral homeland. Rulers from one dominating province Punjab need our lands, coasts and natural resources. They are crushing Baloch people by army and other forces. They have created a general atmosphere of harassment and insecurity. Jumping in our homes in the middle of night, arresting people with out warrants, taking them blind fold to unknown places, torturing them brutally is an every day practice here.
CASE 1 Background Kohlu Kahan is a rough mountainous area, famous for Battle of Nafusk in 1839 when Marri Baloch�s defeated the British armies. Conquering British armies from Bangal till Punjab faced an entirely different situation where they faced Marri resistance and had to run back for the lives of survivors leaving behind their ammunition instead of passing through Bolan. After inclusion of Balochistan in Pakistan Marri Baloch�s faced a series of military operations including massive bombardment, majority of Marri�s had to migrate to Afghanistan where they lived in refugee camps for 22 years. After a patch up with Pakistan govt. Marri came back, their water resources, agricultural lands and herds were completely destroyed; nothing was done for their rehabilitation. "Unfortunately for the Marri" the area of Kohlu Kahan is very rich in oil fields, which has become another reason for the destruction of Marri Baloch�s. To occupy oil and other minerals by the state the policy of divide and rule is applied on Marri�s that the very democratic tribe is first divided in ruling elite and commons, ruling elite have given opportunities for a very luxurious life and common Marri�s are now living below the line of poverty with no health, education, housing or income facilities. The other division is instigated between sub-tribes (Bijarani &
Gazeni) fighting on petty things, a small part of Bijarani elite is enjoying favours from state and Gazenies are out. When they were united they were a power to resist invaders now they are the most vulnerable to state violence. It was January 2000 when name of a Marri Baloch Judge nominated on seniority bases as coming Chief Justice of Balochistan High Court which was unacceptable for 'the rulers' he was killed on road to High Court by gun shot. Nawab Khair Baksh Marri an Eighty years old Chief of Marri tribes, who is one of the most popular leaders of Baloch nationalist movement which resists the policies and processes of snatching natural resources of Balochistan by the state, was arrested with the false allegation of murder of Justice. On January 09, 2000, in the middle of the night police raided on a very poor and marginalized community of Marri�s working as labourers on daily wages near Quetta and arrested 106 people, took them to torture cells. As a result of brutal torture several have lost their senses and majority facing physical abnormalities. Now in the area of Kohlu Kahan Pakistan army is freely constructing cantonment structures, digging oil fields, kidnapping tribal people who show any resistance.

CASE 2 Background Pakistan army spends more than 80% of the total budget but still their hunger and greed is increasing. Few years back Pakistan army directly indulged in civil departments with a justification of checking corruption. Started interfering WAPDA in Sep. 1997 they suddenly disconnected electric supply of the farmers in Balochistan for disputed bills; flowering fruit trees dried farmers tried to negotiate but no one listened to them. Drought multiplied the disastrous situation. On farmers decided to protest as a long march against inhuman and unfair attitude of WAPDA and army. The law enforcing agencies on the participants of long march opened gunfire, 3 shot dead on the spot several injured.
The real facts of, 28 Jan 2001 brutal and cruel act of Punjabi administration and forces in
Quetta
From the two months WAPDA authorities of Quetta disconnected electricity of tube wells of growers, through out Balochistan. Because of complete shut down of the grade stations the habitants of Balochistan were facing savoir problem for the drinking water. Zamindar action committee a non political organization of growers of province, announced a long march call against the unjust of WAPDA
(Q.E.S.C.O) . Before long march of 28Jan, they arranged meetings and processions throughout Balochistan demanding for the restoration of electricity and issuing bills as per agreement of March1998. But no body from the WAPDA and the Govt side was ready to listen to them. The protesting farmers coming from closer Dist of Quetta, on the call of Farmers Action
Committe, wanted to march in the city to protest against disconnection campaign launched by Qesco against agriculture consumers. Mr. Sanaullah Baloch member of defunct National Assembly who was leading the procession to, was told that they had reached an understanding with the local authorities allowing the precisionists to stage their demonstration and public gathering condemning the WAPDA role in disconnecting of the power supply and raising tariff. The procession was marching peacefully towards the ground, when the procession was approaching sona khan thana close to Marri camp from fruit and vegetable market, it was fired upon. It was the well armed forces which made the innocent people the target to the extent to kill them.
DETAILS,, On 28Jan2001 at 11:30 AM the farmers of various districts hold long march. On entering the limits of Quetta Dist, the well armed personals of frontier corps, Balochistan Reserve Police, Anti terrorist force, CIA and Quetta police under the command of SSP and DC Quetta started firing and shelling tear gas on the march. From three sides the forces directly and continuously fired bullets on the participants of the march for two hours resulting in the killing of four people and injuring twenty people. All the injured people received bullets on their upper body. The four people who died were identified as;

CONDEMNATION President of Balochistan national Party and convener of PONM ( Pakistan Oppressed Nation Movement),Sardar Attahullah Khan Mangle, President of Pakhtoonkhaw MAP and deputy convener of PONM Mr.; Mahmood Khan Achakzi and former Chief Minister of Balochistan Sardar Akhtar Mangel ,expressed his shock over the indiscriminate firing on the growers by the armed forces in Quetta. He expressed his sympathies with the heirs of those killed saying that' our share in this part of Balochistan was nothing but sorrows and mourning after the creation of Pakistan. Mr;Sana ullah Baloch,who led the procession,demanded that the SSP,DC,ADC and other senior responsible for the act be arrested and punished under the law.
CASE 3 As mentioned before that Balochistan has made a hunter land for army and police. They are arresting people on false allegations and treating them inhumanly. In April, 2001Abdul
Razzaq, 27 years was arrested by Sariab police station, Quetta. For three days he was tortured and kept hungry.
On fourth day he died in the police station. Public of sariab blocked the National Highway as protest. The police did not even record the
