When democratic representatives came in to power and after passage of six months the problems of Balochistan and Baloch have enormously increased instead of declining. Acrimony between the opposition Political parties and uniformed president has also augmented. But at such a time when a Baloch is prime minister is in chair and in Balochistan the three significant portfolios (Governor, Chief Minister, Home Minister) are also held by Baloch’s and after the lapse of 55 years why the Choudharis of Punjab pitied the Baloch.
So it happened what was apprehended, Reality always prevails, recently and in the past the Federal Government made several attempts to negotiate for exploration of Oil and Gas in Balochistan with powerful tribal leaders, but the negotiation failed. The reasons for the failure of these negotiations lie in some invisible facts, which are behind the scene.
Scorpion will always sting because this is its nature same is the case with Punjab they are used to looting Baloch resources it is astonishing that more than 200 international firms have been established in Balochistan but neither Chief minister nor any MPA’s (Member of Provincial Assembly) have any knowledge about it at all what sort of representatives they are! God for bid if even anybody knows the truth, he or she will not disclose it in order to save their position, and save their chair from evil eyes.
Balochistan and Baloch Nation is always confronted with such dangers, but every one avoids confrontation of this matter in fears of loosing their privileges, which has put the rulers of Islamabad and Balochistan in confusion.
Once when a BNP National Assembly Member made a speech in the parliament regarding the evil plight and problems of Baloch people he was hushed by calling him an antagonist. When Punjabi Choudaries don’t let us speak out about our problems and grievances there can be no question of giving rights.
So far as exploration of resources is concerned this Government is confined to the statements of assurances and intimidations except this we have been given nothing else.
After the establishment of Pakistan, Baloch were rewarded by dividing them into three administrative units Sindh, Punjab and Balochistan. The densely populated districts of the then Kalat State Jacobabad, Thull, Kand Kot, Kashmore, Gudu, Shakarpur and Karachi were annexed to Sindh and Dera Ghazi Khan, Rajan Pur, Jam Pur, Mitten Kote, Choti Bala, Choti Zareen, Khar, Rojhan Mazari, Taunsa Shreef including Punjab’s Baloch tribal areas inhabited by Qaisranis, Buzdars and Legharis were declared part of Punjab thus the highly populated areas were merged into other provinces, this was the beginning you can imagine what will be the end.
Because the Punjabis were anxious about their future and they realised that Balochistan majority populated province in Pakistan would pose a threat to the interests of Punjabis in Pakistan so they devised this formula and reduced the Baloch majority in Pakistan to a minority in Balochistan and other provinces. To bring Oil and Gas under their own control the establishment has tried all kinds of aggressive tactics. The history of this experimentation has been quite bitter. Federal Government has never honoured its agreements with Balochistan, be it Oil and Gas or any other affair, same is the state of affairs with the Sui Gas, federal Government did not uphold any of the agreements it had with Nawab Akbar khan Bugti.
In fact Baloch natural resources are not the property of any single individual but they are the property of the Baloch Nation. In order to have any sort of agreements for the exploration of these resources, they should be taken up with a council of Baloch elders, comprising of Nawabs, Sardars, Intellectuals and representatives of the youth let by Baloch Nationalist Leaders. This council should take joint decisions about Oil, Gas and other important issues. This will ensure that the decision taken will be in the interest of Baloch National. Such a council and its decisions will be a historic event for the Baloch people and its outcome will bear prosperity of the Baloch and Balochistan.
On the other hand, if Punjab insists on put implementing GHQ (Army General Headquarters) decisions and conducts army operations in Balochistan to impose its will on Baloch Nation, then this will be done without the consent of Baloch people which will give birth to serious and grave consequences.
A single individual be it Prime Minister has no authority to take decision about such matters and it is the very reason that he has been inducted as Prime Minister. The Federal Government should authorise Balochistan to decide how it wants to research and develop its resources for the betterment of the Baloch people and Balochistan.
Balochistan should have the authority to decide which firms and companies it wants to enter into contracts with for research and development and it shall be on Baloch terms and conditions, in return of this we will be willing to give royalty to the Federal Government.
In this scenario the Federal Government will benefit and the people of Balochistan will also prosper, otherwise environment of mistrust and deprivation will prevail. In such an atmosphere of suspicion and deprivation, which already exists, where Punjabi interests prevail above everything, there is going to be no change in the situation for the betterment of the Baloch despair. In this scenario the Baloch resources are going to lay buried underground for times to come, benefiting to no body.
If this practice of injustice and exploitation on the part of Punjab continues then Balochistan will be forced to become another Palestine or Chechnya. We want the Baloch should utilise their resources as owners not slaves, who are left at the mercy of the Punjabi discretion, when and what they feel fit to give us and to whom they give it to and for what services, should not be decided by Punjabis but the Punjabi establishment ceases to understand this and takes our patience as our weakness and they are pushing us back to the wall, the outcome of this will be unfavourable for neither of us.
It has been more than half a century that these discriminatory policies by the agencies are adopted to please National and International Power, to please USA, to please multinational companies and to please Punjab. This drama is being staged in order to plunder our resources.
East Pakistan now Bangladesh was sacrificed to please Punjab and its interests, Balochistan was sacrificed to serve the interests of Iran and Punjab, in 1973-1977 army was sent and operations were carried out to crush the Baloch, tens of thousands people were murdered, went missing and made homeless and forced to take refuge in Afghanistan, all this was done to pave the way for exploitation of Oil and Gas in Balochistan.
It is evident that Punjab has not learnt any lessons from the past because in January 2000 Nawab Khair Baksh Marri was arrested on false charges for murder of Justice Nawaz Marri. Nawab Marri an 80-year-old Baloch Nationalist Leader was put behind bars and his more than 300 tribesmen and followers were arrested, tortured and killed to pressurise him into accepting the Punjabi terms of exploitation of Oil and Gas resources in Balochistan. But the white bearded steel character seasoned politician did not break or give in to any sort of pressure because he exactly knew what kind of tricks Punjab was playing and what were their intentions.
But now once again Punjab’s thirst for power and greed for resources is pushing the Baloch people into a BLOOD HOOLY (HOOLY a game played by Hindus with colours), Punjab is determined to exploit Baloch resources and is preparing for another Military operation. The Punjabi establishment and oligarchy has adopted a very negative approach towards the Baloch and Balochistan, if the Punjabi rulers and establishment insist on using the old tactics of oppression and repression, and are bent upon repeating the past, then this time we assure you it will not be as in the past, Punjab will not get away with it this time but this time the oppressed Baloch will see the day of victory and the defeat will be in store for the Punjabi oppressors.
