for drastic Actions
In a higher-level meeting held under the chairmanship of General Pervaiz
Musharraf. Attended by vice Chief of Army staff, Prime Minister
Zaffarullah Jamali, Governor Ouas Ghani, Chief Minister of Balochistan
Jam Yousaf, Federal Minister for Petroleum Ch. Noraize Shkoor, Minister
for interior, Inspector General Police of Balochistan, Home Secretary
Balochistan, Inspector General Frontier Corps Balochistan the situation
of Balochistan was discussed. It was the 5Th higher-level
meeting with context to Balochistan affairs wherein many important
decisions were arrived at about the Province.
Though some decisions were taken in the preceding meetings but could not
be implemented due to some unknown reasons. Political circles of the
province firmly opine that former Governor Abdul Qadir was the man
hurdle in the implementation of these decisions whose version was that
any military operation would aggravate the situation instead of easing
it and those measures would lead to reactions, which will not be in the
interest of the country and nation how ever many analysts and observers
question the stance and role of Abdul Qadir as it was he who inducted
1000 levy personnel in Marri area and at the instance of higher
authorities he tried to the utmost to stir an unending tribal conflict
between the different sections of Marri tribe to implement the tried and
tested “Divide and Rule policy”, and he practiced the same in other
areas too. In political circles it is also strongly believed that he was
not sacked due to his support of Baloch people but during his reign he
had embezzled lots of funds.
Hence sagacious strategy should be applied to resolve the issues.
Actually, 56 years’ history of Pakistan reveals that as and when the
Federal Government intended to handle the issues by dint of sheer power,
it bore negative results and these actions gave birth to an idea that
subsequently turned into a movement. This is the symbol of allegiance of
the sons of soil to the motherland of Baloch people this resistance did
not let the occupying forces succeed in their evil designs in
Balochistan.
Though some unseen forces tried to hijack this ideology and movement, in
view of these circumstances the authorities at the helm of affairs
should have reviewed their perceptions and decisions in order to find
out the way so that they would have redressed the complaints and
grievances of the people of the area and the impression of annoyance and
disgust would not have taken place. But it is very deplorable to write
that the competent authorities didn’t resort to prudence in order to
comprehend and believe the factual circumstances prevailing and events
occurring in the province of Balochistan.
In a high level meeting held a few days earlier, the decision to adopt
hard and strict measures for the fortification of Gas installations and
other highly sensitive national assets, does not allow for to be ignored
at the first instance. But we realize that these steps will not prove to
be helpful in solving the issues, but will worsen them. The bitter
experiences and ground realities in the past least prove that no
sensible person can oppose the improving the law and order situation and
intensifying the security of national assets of oil and gas provided
there are no other ill-intentions of the rulers in the perspective.
The core problem is that under the pretext of improving law and order
situation and ensuring the security of so-called “national assets”,
the program to be implemented is cause of worry for the people of
Balochistan. The country stands in intense need of harmony and national
unity. Such measures tantamount to contradict unity.
The point worth mentioning is that the Prime Minister Zafaruallah Jamali
and Chief Minister of Balochistan Jam Yousuf were also present in the
meeting. They are well acquainted with the tribal and political
conditions and social and economic structures of the province of
Balochistan. Both the leaders know well the extent of political tension
and tribal anger prevailing in the province and reservations of people
about Mega Projects. Above all, in the context of importance of
Balochistan in international scenario and how the aliens are fixing
their eyes on Balochistan the Baloch are required to be more prudent and
cautions.
Is it necessary to remind any one that the policies adopted by the
Governments in the past regarding the exploration of hidden resources of
Oil and Gas and other mineral resources in Balochistan in which the
Governments never took pain to take into confidence the real owners of
these resources. As a result, what dimensions of the situation arose and
the atmosphere of mistrust that grew, sowed seeds of dissension and
stirred up violence and trouble in the province that loom over
Balochistan till this moment.
The Prime Minster Jamali and Chief Minister of Balochistan, Jam have
been continuously claming with full confidence that the decisions of
these higher-level meetings are the opposite of the previous policies.
This impression that there are handful people against these Mega
projects and they are ambitious of their share is absolutely wrong. On
the other hand the circle of their reservations and anxiety is widening
every day.
We don’t consider this state of
affairs favourable to any unit in Pakistan. The Government repeatedly
claims that it is working together with all in all affairs, then why the
Government is avoiding its own stance by cooperating with the genuine
representative of Balochistan. This point needs to be considered
carefully and with mutual understanding and cooperation looming and
brewing storms can be averted avoiding grave consequences, which might
result in dismemberment of the federation.
